Private Sector Power Projects in Rajasthan

Barsingsar Lignite Power Project (2x125 MW)

An MOU was signed between Govt. of Rajasthan, M/s Neyveli Lignite Corporation (NLC) and Ministry of coal (MOC) in 1987 for development of Barsingsar Lignite Mining cum Power Generation Project by M/s NLC. M/s NLC started work on this project but later on they indicated their inability to proceed with this project due to paucity of funds.

In view of the above, through the process of International Competitive Bidding (ICB), Power Purchase Agreement / Implementation Agreements were executed with M/s HVCL on 16.12.96. In view of prolonged delay on the part of Project Sponsor this PPA & IA were closed vide letters dated 18.06.01 and dated 3.10.2001 respectively.

The project was then again offered to M/s Neyveli Lignite Corporation. An MoU has been signed on 10.6.2002 between Ministry of Coal, GoI, GoR and NLC for execution of this project by NLC. M/s NLC will put up 2x125 MW units in first phase at Barsingsar, based on Lignite deposits in Barsingsar and Gudha blocks. The first unit will be commissioned in 48 months from the date of sanction of the project by GoI. The entire power to be generated by this project has been allocated by GoI to Rajasthan vide their letter dt. 10.4.2002. PPA has been signed on 8.10.03 between NLC, RVPN and the three Discoms.

Non-Conventional Energy based Power Projects (Including Wind energy based Power Projects)

The Govt. of Rajasthan had brought out a policy for promotion of Generation of power from Non-Conventional Sources on 11.3.99. Under this Policy, Agreements for Bio-mass, waste fuel and Mustard Husk based power projects totaling 113 MW capacity have been executed. Out of which, plant of 7 MW capacity has been commissioned.

A separate policy aimed at achieving installed capacity of 100 MW exclusively from wind was issued on 4.2.2000. Under this policy and policy dated 1.3.99, Agreements totaling 87.08 MW capacity for wind power have been executed. Out of which, projects totaling 71.48 MW capacity have been commissioned upto March, 2004.

The operative period of both policies ended in March, 2004.

The Govt. of Rajasthan has issued a revised policy for promotion of electricity generation from wind on 30.4.2003. There is no cap on generation of power; however, it will not be obligatory for RVPN to purchase power beyond 250 MW within this policy. Up to March, 2004, Agreements totaling 165.16 MW have been executed under this policy. Out of which, plants totaling 113.58 MW capacity have been commissioned upto March,04. The operative period of this policy is up to 31.3.2009.
